<p>While in recent times the prices of new cars in the UK have been falling, they remain well above those in other European countries - this means that it&#8217;s possible to save a lot of money on cars if you&#8217;re prepared to do some research and buy your car from a source outside the UK. This may seem like a hassle, but with several thousands of pounds to save it can prove to be more than worthwhile - and if you have a thing for travelling then buying from abroad can help satisfy your wanderlust while saving money on your new vehicle.

<p>CANBERRA, Oct 23 - Some Australian power generators could get extra compensation on top of $2.8 billion already offered to help them adapt to the country&#39;s planned carbon-trading scheme, a local newspaper said on Friday.</p>
<p>The national government has agreed to<span id="more-1036"></span> review the level of compensation for brown coal-fired stations in Victoria state, The Age said, quoting confidential papers from the state government.</p>
<p>Victoria has been lobbying Canberra for more aid for the stations, among the industry&#39;s major carbon polluters, amid concerns that some could be forced to close.</p>
<p>Compensation has become a key battle ground in a political row over legislation underpinning the emissions scheme, which faces a second and possibly decisive vote in parliament next month.</p>
<p>The conservative opposition has called for more help for the coal industry and power generators in proposing amendments to the legislation. But Climate Change Minister Penny Wong has warned that compensation is not a &#8220;bottomless pit&#8221;.</p>
<p>The legislation has already failed to pass the upper house once before and a second vote is set for late November. If it fails again, Prime Minister Kevin Rudd would be able to call a snap election on the issue.</p>
<p>The Age quoted an unnamed power-industry consultant as saying Victoria Premier John Brumby, who belongs to Rudd&#39;s ruling Labor party, was worried about station closures and power disruptions.</p>
<p>A report last year said up to three brown-coal plants could shut by 2020 under Canberra&#39;s scheme, which would force them to pay for their carbon emissions. One of them was Hazelwood station, owned by British-based International Power plc <ipr .L>.</ipr></p>
<p>International Power, Australia&#39;s largest private generator, would prefer a taxpayer-funded closure of Hazelwood rather than face the costs of carbon trading, local media have said.</p>
<p>Australia&#39;s emissions scheme, due to start in July 2011, will cover 75 percent of emissions from 1,000 of the biggest companies and be the second-largest domestic trading platform after Europe.</p>
<p>Australia is the world&#39;s biggest coal exporter and accounts for 1.5 percent of global emissions, but is one of the biggest per capita emitters due to a reliance on coal for 80 percent of electricity generation.</p>

<h3>Banking Crisis: Us Rescue Plan Q&#038;a </h3>
<p>Mark Tran explains the US government&#8217;s plans to deal with the financial crisis</p>
<p><em>What is the US government&#8217;s plan to staunch the financial crisis?</em></p>
<p>The details are still being finalized before the proposals go to Congress, which will have to approve them. What is significant is that they represent a systematic and comprehensive rather than a band-aid approach. Until<span id="more-1031"></span> now, the US has decided to save some institutions, but not all ? it allowed the investment bank Lehman Brothers to fail. But the financial markets like what they are now hearing from Washington and the stock markets have taken off. Henry Paulson, the US treasury secretary, described his effort as &#8220;an approach to deal with the systemic risk and the stresses in our capital markets&#8221;. The &#8220;comprehensive&#8221; solution would deal with the souring real estate and other illiquid assets at the heart of the financial crisis, he said.</p>
<p><em>What options are being considered?</em></p>
<p>The US has faced similar financial crises in the past, if not on this scale, so it can draw on previous models. In the 1980s, the US launched a massive bailout of the savings and loans banks - the American equivalent of Britain&#8217;s building societies - that had found themselves saddled with bad debts through ill-chosen investments. To sort out the S&#038;L debacle, the US created the Resolution Trust Corporation (RTC), which bought up and eventually sold hundreds of billions of dollars&#8217; worth of property from golf courses to fruit farms from failed savings and loan companies. </p>
<p>The RTC closed or reorganized 747 institutions holding assets of nearly $400bn and the assets were sold to investors looking for bargains. The rescue eventually cost American taxpayers $124bn and contributed to the large US budget deficits of the 1990s. Before that, when the American banking system got into trouble with Latin American debt in 1982, the US government invented the so-called Brady bonds, which allowed investors to turn the bad debt they were holding into bonds guaranteed by the US government. The investors took a &#8220;haircut&#8221; ? a big loss ? but they still came away with something instead of nothing. </p>
<p><em>What other ideas are being proposed?</em></p>
<p>Another idea is the creation of federal insurance for investors in money-market funds, which are supposed to be ultra-safe investments. But investors have been pulling out their money along with the general panic, so the government is considering guarantees for these funds similar to those that safeguard bank deposits. The move is designed to stem the outflow of funds from even these safest of investments, and to stop financial contagion from spreading to the rest of the banking system. Americans hold about $3.4tn (?1.87tn) in money-market funds.</p>
<p><em>So will we see another Resolution Trust Corporation?</em></p>
<p>It&#8217;s still unclear what this entity - dubbed &#8220;bad bank&#8221; - will do exactly. The RTC took over failing S&#038;Ls in their entirety. This time round, the new body might just purchase assets at a greatly reduced value and sell them back to the market. One issue will be how the government will value the assets it takes over. One possible option could be to sell them through auction, so that the government would not have to get involved in negotiating asset prices. US treasury department officials have reportedly studied a structure to buy up distressed assets for weeks, but are unsure whether it would win congressional approval. However, the depth of the crisis has ensured that even Republican free-market ideologues will be receptive to the bailout plans. Congressional leaders say a plan could be approved by the end of next week, a remarkably short time for complex legislation, but it underlines the gravity of the crisis.</p>
<p><em>Does such a plan mean a U-turn for the Bush administration?</em></p>
<p>George Bush and his top advisers have until now strongly opposed a big bailout that would eventually be borne by the taxpayer. But the mortgage crisis has already forced the treasury and the Fed to bail out four of America&#8217;s biggest financial institutions - Bear Stearns, Fannie Mae and Freddie Mac, the huge mortgage companies, and American International Group, the insurance giant. When the concerted action by the world&#8217;s central banks failed to restore confidence to the markets yesterday, the bailout plans gained momentum. Big hitters in the financial world, such as Paul Volcker, the highly respected former Fed chairman, and Paul Brady, the former US treasury secretary who gave his name to those Brady bonds, have argued for a comprehensive approach along the lines of the S&#038;L crisis. </p>
<p><em>How much will all this cost?</em></p>
<p>At this stage it&#8217;s too early to tell, but the US government will have to commit taxpayers&#8217; money to buy hundreds of billions of dollars in distressed assets from struggling institutions. The scale of the crisis will mean that the cost will be much bigger than the S&#038;L bailout. The common thread to all bailout plans is that the taxpayer eventually has to bear the cost - but the alternative is the higher cost of a failing banking system.

<p>CHICAGO (AFP) - &ndash; US auto sales plunged 22.7 percent in September after the end of the popular &#8220;Cash for Clunkers&#8221; program left cautious consumers with few reasons to visit dealerships, industry data showed Thursday.</p>
<p>But the Detroit Three managed to claw back some of the share they had lost. Asian automakers had captured more<span id="more-1029"></span> than half the US market for the first time last month thanks to that loss.</p>
<p>The Asian share slipped to 46.5 percent from 52.3 percent in August but was still 7.6 points higher than September 2008, according to Autodata.</p>
<p>General Motors, Ford and Chrysler held 43.8 percent of the market in September, up three points from August, but down 8.5 points from a year ago.</p>
<p>European automakers increased their share to 9.6 percent from 6.9 percent in August and 7.8 percent in September 2008.</p>
<p>Automakers were mixed in their outlook for the rest of the year after total sales fell to a seasonally adjusted annualized rate of 9.22 million vehicles from 14.09 in August and 12.57 in September 2008.</p>
<p>&#8220;We believe the remainder of 2009 will continue to be a challenge for the US automotive market,&#8221; said Peter Fong, lead executive for Chrysler&#8217;s sales organization.</p>
<p>&#8220;Credit markets have thawed slightly, but still remain tight, and consumer confidence, as we saw in September, is tenuous.&#8221;</p>
<p>Chrysler posted a 42 percent drop in sales to 62,197 vehicles as its share fell to 8.3 percent from 11.1 percent a year earlier.</p>
<p>Ford sales analyst George Pipas said the automaker expects industry sales to improve in the fourth quarter from the weak performance earlier this year but cautioned that &#8220;it&#8217;s going to be pretty slow going.&#8221;</p>
<p>&#8220;For many consumers, it won&#8217;t feel like the recession is over, even though technically it may be,&#8221; Pipas said.</p>
<p>Ford&#8217;s sales fell 5.8 percent to 109,525 vehicles, but it managed to post its first quarterly sales increase in four years thanks to a 17 percent spike in August and a two percent gain in July.</p>
<p>The only major US automaker to escape bankruptcy, Ford also increased its market share by 14.7 percent from 12.1 percent in September 2009, which it said marks the 11th time in the past 12 months it gained retail market share.</p>
<p>Toyota, which saw sales fall an unadjusted 12.6 percent to 126,015 vehicles but still managed to increase its share by 1.9 points to 16.9 percent, was more optimistic.</p>
<p>&#8220;Improving economic conditions and the (Clunkers) program led to a significant increase for the industry in the third quarter over the first half-year,&#8221; said Don Esmond, vice president of automotive operations for Toyota Motor Sales USA.</p>
<p>&#8220;Moving into the fourth quarter, we expect continued momentum will close the year on a bright note.&#8221;</p>
<p>The three-billion-dollar Cash for Clunkers initiative sparked nearly 700,000 auto sales before it expired in August by offering owners of old gasoline guzzlers up to 4,500 dollars toward a new, more fuel-efficient vehicle.</p>
<p>&#8220;We believe consumer traffic at dealerships evaporated in the absence of the incentive program,&#8221; wrote Standard &#038; Poor&#8217;s equity research analyst Efraim Levy.</p>
<p>&#8220;However, we expect the September lull to be temporary, as the comparisons get easier and we see the economy improving.&#8221;</p>
<p>GM said weak consumer confidence and extremely low inventory also hit sales, which dropped 45 percent to 156,673 vehicles.</p>
<p>The company&#8217;s share fell to 20.8 percent from 29.1 percent in September 2008, but was nonetheless up 1.4 points from August&#8217;s dismal performance, according to Autodata.</p>
<p>Korea&#8217;s Hyundai and Kia continued to post dramatic gains.</p>
<p>Hyundai&#8217;s sales jumped 27.2 percent at 31,511 as its share rose to 4.2 percent from 2.6 percent a year ago. Kia&#8217;s sales rose 24.4 percent to 21,623 as its share increased to 2.9 percent from 1.8 percent in September 2008.</p>
<p>Honda managed to increase its share by 0.4 points to 10.4 percent, even as its sales plunged 20.1 percent to 77,229, while Nissan also increase its share by 0.4 points to 7.4 percent, as its sales fell seven percent to 55,393 vehicles.</p>
